A strong storage market can also be built over time by offering rebates, loans, investment grants, tax credits or other financial incentives.

If EST were regulated as generation assets, they could operate under a regime of free competition.
In Mexico, defining energy storage as a generation or a transmission and distribution asset is not only critical to establish revenue streams, but also to determine whether EST will be able to operate under a regime of free competition.
Despite their advantages, most EST have not been widely diffused in the global market. Although some EST still face high costs and technological uncertainty, it is widely accepted that the main barriers to the deployment of energy storage worldwide are inadequate regulatory frameworks and lack of policy support [, , ].
Energy storage can thus become an essential instrument not only to ensure grid flexibility, but also to reduce the overall greenhouse emissions from the electricity sector and achieve national and international climate change mitigation commitments. Despite their advantages, most EST have not been widely diffused in the global market.
