Commissioning is required by the owner to ensure proper operation for the system warranty to be valid. The activities relative to the overall design / build of an energy storage system (ESS) are described next. The details of the commissioning activities are described in Section 2. Figure 1. Commissioning is a required process in the start-up of an energy storage system. This gives the owner assurance that the system performs as specified. A Commissioning Plan prepared and followed by the project team can enable a straightforward and timely process, ensuring safe and productive operation following handoff.

If relevant testing standards are not identified, it is possible they are under development by an SDO or by a third-party testing entity that plans to use them to conduct tests until a formal standard has been developed and approved by an SDO.
Until existing model codes and standards are updated or new ones developed and then adopted, one seeking to deploy energy storage technologies or needing to verify an installation’s safety may be challenged in applying current CSRs to an energy storage system (ESS).
Test procedures can be based on established test manuals, such as the Protocol for Uniformly Measuring and Expressing the Performance of Energy Storage Systems [iii] or similar protocols. 4.
Commissioning is a gated series of steps in the project implementation process that demonstrates, measures, or records a spectrum of technical performance and system behaviors. This chapter provides an overview of the commissioning process as well as the logical placement of commissioning within the sequence of design and installation of an ESS.
