However, coastal and marine ecosystems still form an integral part of the lives of the urban communities. The two main lagoons in Port Vila, Erakor and Emten (Nambatu), are quite shallow (10.7 m and 6.4 m deep respectively), have no significant fresh-water inputs, and very high primary productivity (Carter, 1983).
Ecosystems in Port Vila have been heavily modified since first settlement. More recently, urbanisation trends, and rapid population growth, are resulting in accelerated degradation of the local environment (Trundle and McEvoy, 2015, Blaschke et al., 2017).
Both informal settlements and peri-urban villages in Port Vila rely heavily on the services provided by ecosystems for subsistence needs, income, shelter and protection, and social benefits. However, these services are now under increasing pressures from the rapid rate of urbanisation, pollution, and a changing climate.
The Port Vila area is characterised by uplifted coral reef terraces induced by seismic activity (Howorth, 1983). Globally, Vanuatu is considered the most exposed country to natural disaster risk, with more than half of the population impacted by annually either climate-related extreme events or geohazards (Radtke et al., 2018).
The growth rate for Greater Port Vila far outstrips national growth rates (VNSO, 2017); the settlements that were surveyed for this study have grown as much as 40% in the past 7 years (Table 1). Peri-urban areas, in particular, are experiencing the fastest population growth.
This is described in more detail in Box 3.4. In Port Vila, one vatu from every cubic meter of water sold goes into the “Water Special Fund,” which was set up by Article 29 from the Contract for the Management and Operation of the Water Supply Service in Port Vila.
