Angola has set a target of 60% access to electricity by 2025 under the strategic plan ''Visao 2025,'' of which solar is poised to play a central role. Supporting electrification as well as diversification, solar projects are being rolled out by the government alongside international partners and project developers.
The project will include the development of solar mini-grids, home power kits and solar-to-power telecommunications. Announced by U.S. President Joe Biden on June 26, 2022, at a G7 Summit in Germany, the

The Global Solar Atlas provides a summary of solar power potential and solar resources globally. It is provided by the World Bank Group as a free service to governments, developers and the general public, and allows users to quickly obtain data and carry out a simple electricity output calculation for any location covered by the solar resource database.
The EUR 1.29 billion loan follows a smaller, US$900 million loan to build a 500MW solar farm. Africa is currently experiencing a solar boom, with nearly 1GW of new solar installed in 2022, a 14 percent increase on the previous year. Angola is leading the way, adding more solar than the next three countries (South Africa, Egypt and Ghana) combined.
The result is the Angola Solar Project, the largest renewable energy project in Sub-Saharan Africa. It creates 370 MWs of renewable energy and prevents the emission of 935,953 tons of carbon (CO) per year. Sun Africa initiated this project, developed it, and arranged financing.
Quilemba Solar PV Park is a 35MW solar PV power project. It is planned in Huila, Angola. According to GlobalData, who tracks and profiles over 170,000 power plants worldwide, the project is currently at the announced stage.
The Angola Solar Project creates new opportunities for Angolan communities that will no longer be forced to rely on and pay for gasoline or diesel generators. Each one of the five projects that comprises the Angola Solar Project will supply the
Luena Solar Park. The construction of Angola''s Luena Solar Park – developed by solar developer Sun Africa and engineering and technology consulting firm MCA Group – is scheduled for completion by 2024. With a capacity of 26,906 MW, the facility comprises 42,560 solar panels and will save the country approximately 19,515 liters of fuel.
Clean energy firm MCA Group has been tasked with the construction of the projects. An agreement for the provision of $900 million in funding to support the implementation of the Angola Solar Energy Project was reached between Angola’s Ministry of Energy and Water and the U.S. Export-Import Bank in June 2023.
An agreement for the development of a 150 MW solar plant was signed between Angola’s Ministry of Energy and Water and UAE-based renewable energy company Masdar in Dubai last December. The 150 MW project will produce electricity to power 90,000 homes, contributing to job creation, emissions reduction and efforts to increase national electrification.
Angola has significant solar potential; it is estimated that the country has 16.3 GW of solar power resources. The Ministry of Energy and Water has identified sites and is actively moving towards commissioning new facilities.
The solar projects include those connected to the grid and smaller off-grid developments to electrify isolated communities in Angola. The country’s flagship 370-MW project is composed of seven photovoltaic plants developed in six different provinces consisting of 1 million solar panels.
The most appropriate technology to harness the solar resource in Angola is the production of electricity through photovoltaic systems. This technology currently presents the fastest ºinstallation time (less than 1 year) and lowest maintenance costs.
A final investment decision for the project was reached in December 2021. Angola started operations at two solar energy facilities – the 188 MW Biopio Solar Plant and the 96 MW Baia Farta Solar Plant – in Benguela province in August 2022.
