I must say this is an incredibly positive development for the Zambian EV ecosystem. Zambia now joins several countries in Africa, such as Ethiopia, Mauritius, and Rwanda, to remove or reduce customs duty on electric vehicles.
The removal of customs duty for full electric vehicles and the reduction of customs duty for hybrids is a very welcome development. This will help reduce the costs of electric vehicles in Zambia, making them more competitive with ICE vehicles from an upfront purchase point of view.
Hichilema’s plan is to ramp up mining in particular to jump-start Zambia’s economy – and provide the rapidly growing electric vehicle battery industry with crucial cobalt and copper. Zambia is the world’s sixth-largest producer of copper, and cobalt is a byproduct of copper (and nickel) mining.
President Hichilema said, “We have the natural resources, they have the technology. This is the symbiotic relationship we are pursuing with companies like BYD and CATL, who are the largest EV and energy storage battery manufacturers, to invest in Zambia.” Exciting times for the EV sector in Zambia.
Zambia’s history of regulatory oscillation and its political strong-arming of the mining sector, means that any changes to mining legislation will need to be managed delicately. If done correctly, the country could turn exploration activity into long-term capital investments, jobs, and economic growth.
Unlike Congo, Zambia has the capacity to refine cobalt on a large scale for use in battery manufacturing. During the campaign Hichilema pledged to revive the country’s refining capability, which he said had been run into the ground by the previous administration.
