Building a Cleaner, More Resilient Energy System in Cuba recommends numerous ways by which domestic policy in Cuba can prioritize working towards a more sustainable, resilient grid — especially by investing in the energy transition — and ways in which international cooperation can support these goals.
Since 1959, when only 56% of the Cuban population had access to electricity, the government has implemented an energy policy addressed to give every citizen access to this vital service. Between 1959 and 2015, the Cuban population dou-bled while electricity generation increased 8.64 times.
While small-scale, such renewable energy initiatives can reduce pressure on the energy grid and provide relief in especially vulnerable places. Due to rising temperatures and increasingly unreliable energy infrastructure, action to update Cuba’s energy grid is urgently necessary.
The Cuban government intends to reduce its reliance on crude oil by more than 10% and to increase the share of renewable energies for power generation, although the energy mix will still be quite reliant on fossil fuels. See Table 2 for a breakdown of the 2030 goals and a comparison to the 2014 data.
The real impact of the sanctions on the island’s Electric Power System cannot be minimized. The damage to this sector, between March 2023 and February of this year, amounted to 388,239,830 dollars, according to official estimates from Cuba.
