Globally, an increasing number of cities are actively adopting hydrogen strategies. The literature on the urban sustainability transition primarily focuses on policy innovations for technology adoption, while the role of cities in enabling technological innovation is underexplored.
Since 2017, a growing number of Chinese cities have announced hydrogen strategies 47, even though China did not have a national-level hydrogen strategy as of the end of 2020.
